Unorganized Workers

The State recognized a need to include the unorganized labour in the mainstream of the Society, for which it is necessary to make this sector economically, socially competent. The Government has, for the handicap people, backward classes, women, minorities declared various development Schemes. The Unorganised labour below poverty lines are not included in the different Welfare schemes. There is no proper co-ordination and at present statistical information is not available and for these labour there is no Welfare Schemes being implemented. Considering the above, the Govt. has created High Power Authority (Pradhikaran) on 1st July 2004.

Firstly, the Authority would look into the matters of unorganized labour in 122 industries/occupations like construction labour, brick klins labour, bidi workers, handlooms/powerlooms, stone crushing & mining, hand rickshaw workers, home workers etc. The Authority will simultaneously take up Welfare Scheme for other unorganized labour. This work will be planned district-wise to bring these workers in the main stream of the Society. This work is voluminous. This work is to be done through State Level High Power Authority i.e. Pradhikaran, District Level Working Committees, NGOs and workers Organizations, Panchayat Raj System and Local Self Government.

The objectives of the Pradhikaran are as follows :

  • To collect the statistical information of the unorganized labour and fixed their numbers.
  • Socio Economic survey of these workers.
  • To co-ordinate with the existing Central & State Welfare Scheme for the people below poverty line and get the Scheme implemented for these unorganized workers.
  • To help these workers and their families to get benefit of health and Poverty Elimination schemes.
  • To abolish Child Labour system.
  • To make them available the benefit of minimum wages and other labour laws.
  • To implement effectively the Insurance Policy i.e. Jan Shree Vima Yojana.
